Armored Rescue Vehicle to Cost Township $277,986

Gloucester Township received only one bid for the bulletproof police vehicle.

 

Gloucester Township officials on Wednesday opened the lone bid received for a contract to provide the Police Department with an armored rescue vehicle.

The bid from Pittsfield, MA-based Lenco came in at $277,986, Clerk Rosemary DiJosie said. It was unsealed in Council chambers at the Chews Landing Road municipal building.

It is expected the Township Council will vote to award the contract to Lenco at its Feb. 25 meeting.

Gloucester Township Police Deputy Chief David Harkins on Monday noted the vehicle is similar to those used by "an armored car driver...that we see at banks every day."

"It's a truck that's built on a Ford F-550 body. The difference is the materials it's made out of are the only thing that's tested and assured to stop bullets," Harkins added.

The armored rescue vehicle would be used by the Police Department's Special Response, or SWAT, team.

No answer was given to the question at the council meeting about "homeland security" grant for this vehicle. So did council even follow up on that question?

Just take the taxpayer dollars for granted?

Is it that this Council is just "hell bent" on spending taxpayer dollars no matter what?

Spending all cash on hand, unspent funds, all while running up the town's credit cards aka, 20 year bonds.

Remarkable that this governing body has forgotten that they serve the people and should be listening to their wishes. It seems that they are too busy following the orders of the mayor and being good little minions. Oh, and the mayor answers to the people as well. This is all very sad and troubling. Government derives its power only through the consent of the govererned. Based on recent comments on the Patch and in council meetings, the governed do not consent.

Well said. Yes, we have a proactive Police Dept. and I'm very grateful for what they do.
Can you imagine, God forbid, something happened to one of they nay sayers family members and we didn't have one? WOW, they would be ramped with comments about how irresponsible the Twp. is, why didn't we have one. You see where I'm going with this. At the end of the day, how much is your kids or family members life worth.
I hope and pray the thing sits and dry rots, because we never would need it.
Keep up the good work GTPD, and buy all the so called toys you need. Spend the drug money you confiscate.
Keep up the good work Mayor and Council in supporting our GTPD and giving them the tools they need to do their job.

I would like the Township Council President Glen Bianchini or the Chief of Police to provide the public a list of each event in the last 10 years where an armored vehicle would have had to been used, incidents where “shots were fired serving a warrant” or “armed bank robbery in progress”? I understand that one armored vehicle for 37 towns in Camden County seems inefficient but how many of those towns have had a need in the last ten years? Does Gloucester Township plan on allowing this armored vehicle to responds to any of those other 36 towns? Will we charge those towns for use of our armored vehicle? It just seems to me that this vehicle may get more use at parades and Gloucester Township Day events. The $550,000+ would seem to be in more need for other uses, not sure rules allow but could it be used to help resolve the contract issue with the teachers union or re-pave Erial and Berlin Cross Keys road?

Maybe there is a terriost cell or some rogue goverment group residing in GT....I hear they meet twice a month...LOL

Better to have and not need then need and not have. I look forward to only seeing this used on GT Day and the Christmas parade. That would give most of us the assurance that we live in a safe community that is able to protect its residence when it has too. If that truck never runs up a mile on its odometer this would be money well spent as it would prove what we all already know, the best defense is an offense. Just ask anyone that believes they should own a gun, why they think they should own a gun, protection. After all, the statement More guns, equals less crime isn't just "quite possible," it's a fact, has merit here. I would bet those dead cops in California wished they were driving in this vehicle when they were shot at.

The cops in California did have a recovery vehicle just like this. Didn't save one life. It is a RECOVERY tank. It has no purpose but to give false hope and sense of security. California brought in their armoured vehicle, thtye used it to approach the cabin and insert the incidiary device into the cabin that started the fire. These things come equiped with a batter ram on the front. The batter ram can be fitted with a spear device that punctures into the inside of a structure. once that is done, they can dispence high quantities of chemical agent hopefully just tear gas.

If they move forward with this ridiculous waste of money I hope they at least get a contract signed with surrounding areas regarding charges if another municipality needs to use it. I would much prefer seeing road repaved as well. We don't "need" this vehicle, somebody "wants" it. Council needs to grow up and differentiate between wants and needs. We "need" the roads fixed.

Someone would be wise to open an alignment business given the current state of the roads. Is the MUA or Winslow going to fix the roads? I understand all this sewer work was done to increase Winslow's capacity so they could add more development, yet all the road destruction seems to be in GT.

Paul bids don't go out they come in. As far as who was able to bid? Obviously anyone and obviously it was open to everyone and well publicized as a company from Michigan turned in a bid. But the local dreary drones that try and blame everything on one local guy will still try and say it was rigged. Oh Sybil if only you understood how the real world works instead of driving the BBQ truck you would know that in many cases a government or corporation will proactively contact potential bidders to let them know about an opportunity. While it is true in many cases GT can passively sit back and wait for bids to come in I doubt a company in MA was checking our website.

Mr. Smith had a very valid question in asking how many vendors we contacted. If my fellow minions in Municipal Hall had any competience they should have reached to every tank -- err I mean rescue vehicle manufacturer -- to ensure we got the best vehicle for the best price. But according to you and the rest of the hacks who are not allowed to question, we apparently did not do anything so only one company bid.

I guessed it, LENCO submitted the only bid. As far as I can tell on the "inter-webs", they are the only Company making these things. There could be other Companies but they are not making the vehickle everyone wants, only LENCO. BTW, rumor has it LENCO was a Company started by Blackwater after they were thrown out of Iraq! Don't quote me on that one, have not been able to verify that little piece of news. If it is true, that would explain why the feds. are shoveling money out of Homeland Security to finace purchases on these things. The feds. will pander to thier hommies or war contractors.

Debbie, if what you are saying is true then it just makes us all wonder how any other company could have bid if no other company exists. It also explains why people like Darren, Beth (what you really think I don’t know), stashes minion, like to complain but refuse to complain using the company name that won the bid since they have tremendous ties to the war monger George Bush (take your pick which one or both) and Dick (Halliburton) Cheney. they new what they were getting even before it was anounced. they contact the munufactor get a copy of the specs for that truck then use that as the bid specs. not every company does it the same. so now other companies cant meet those specs. it goes to the company they wanted to get the bid.

Someone asked earlier but I couldn't find it, about last 10 ARV responses in town. There was 10 in 2012 alone. I keep referring back to the quotes from Camden County spokesman Dan Keashen. paraphrased "The truck was there all 10 times with a Sherrif Officer driving, usually before SWAT even got to the scene."

Gloucester Townships Mayor Mayer is Not qualified to manage this township. He is not fiscally responsible and neither are these hand picked Council members and leftover administrators. Maybe there is something in the water they are drinking. They have poor vision and stale ideas. They are costly, not effective. The longer they stay the worse this town will surely deteriorate. Unfortunately the sports teams and organizations of the parents are clueless to these shenanigans and they get suckered by a fake smile and award to little Bobby and Susie; next thing you know, they are back in office and history repeats itself all over again like Groundhog Day. There may be alot more criminal activity in this town that police take care of that we never know about. If this tool helps the professionals do what they have to do then I am for it. They know more about police tactics then most of us do. I am all for improving safety and the school systems this town and surrounding towns. I agree with most of the comments. The Mayor of the township is simply not qualified to manage finances in the township and neither is his council and business administrator. This is all orchestrated and rehearsed. Toxic waste sitting up there. They are out of touch with managing a town and have no regard for people, only those they pick and choose. They just do what the Mayor tells them. It's all a political game they play. They're arrogant, ignorant and out of control, they really do need to step down and be replaced with more qualified people who understand how to manage a township and really make an effort to show concern for everyone, not just a select group. I witnessed this when I needed help with a drainage issue.
I think a lot of people would like to see them out of office completely. They are not qualified nor polished, they are just a political wolf pack.

Nope, no one from GT actively sought out this company to gauge their interest in bidding for this "Rescue Vehicle". Do not question. Yes, and this to shall pass the ARV will be here, the Twp. will move again in another positive direction as it has done for the past 3 years. The Radicals will come on Patch and have their doomsday theory's, call names,and continue to cost our Twp. and others across the S.J. region unnecessary spending. What I mean by that is some folks are unaware that their is a lil ole game that they play. Get a hack lawyer who is tied to their radical party, you know the ones who cry "Right the Wrong"!! People have the "Right to be Informed"!! and they inundate small towns with bare minimum staff with OPRA requests. When the clerks can't get the huge number of requests done in 7 days, Yep, they sue the Town, tie them up in court and from what I'm hearing, making big bucks doing it on the taxpayers. They have the nerve to say our leadership is stealing as much from the public as they can, isn't that your comment Stash's Minion? Or is it Johnny Boy?
They come to Council outraged, picking fights, screaming about the injustices. Are they giving my friend Darren a dime for his trouble? Probably not, maybe a cup of coffee at DD once in awhile. ,but they sure have him doing the dirty work don't they. I tried to warn him, but nooo, to late, he drank their Kool-Aid.
So, this being said, to all the SJ Citizens Cronies and friends, right back at ya, you bunch of hypocrites, you really do suck in the Political Arena, but Thanks for the entertainment anyway.

The Mayor of this township is a prime example of the Norcross Madness that has this entrenched culture of corruption. People who follow Mayer Mayer are part of the Problem Not the solution, they are Wolves in sheeps clothing with no conscience. And no remorse until it visits them or a loved one

Brad If the mayor misused funds he would be indicted. Stop misleading the residences. Stop hating on nor cross. Why because he is powerful and gets things done. Look at cooper hospital. He does a lot of good for the state and people are just jealous of him. When your able to buy the Philadelphia inquire for millions you must know what you are doing... I don't believe there is corruption in the purchase of the ARV, just really poor judgement. They were not even aware they could apply for grant money from Homeland Security to purchase this thing!! Yet, they were prepared to just tell me they are no funds available. Really? Not accordinf to the LENCO web-site. Is Voorhees buying thier ARV with municiple $$ or did they apply for govt. grant.

Cooper has a long history of money laundering and the DRPA is another story, all this connected to Norcross and Mayer. Lots of Antitrust violations just like Commerce bank and let's not talk about missing, misappropriated stimulus and contact kickbacks for campaign contributions and overpricing with one bid contractors. Levels of federal violations from Camden to Gloucester Township and that's just the beginning, lets not forget the land deals

I find it disturbing that there is always references made that maybe Charles, Sybil and others are lurkers that are actually members of Council? If that is found to be true would that not be a violation of ethics? Not to mention as a resident here honestly wanting to contact with other residents who might share mutual concerns, I would find such behavior extremely disrepectful and unbecoming of a public servant. Would any of this be true? I am asking and expecting an honest answer!

Lou, You can and should voice your concerns about county roads to your local Freeholders office. Freeholder Ian Leonard would handle road repair projects nd yesm I would beleive Chews would be considered a county road. Having said that, I do recongize that for some reason, County roads within GT are in especially bad condition and I am not sure why. The same roads are in much better shape once you leave GT. Interesting....

Lou: You are absolutely correct. GT MUA to be correct, should be in constant contact w/the Freeholder office to ensure the County is aware of what needs to be done with our township roads. It would be part of there job to foster teamwork, collaboration and effective communications. All very important qualities for successful leadership and management. Neither the MUA or Council should suggest or refer you or I to the County but have an answer for us upfront. There my friend lies the overall problem!
