Council OKs Bonds for Police Vehicles ... Again

Council also approved a resolution to advertise for professional and banking services solely on the official township website.

 

For the second time in about a month, the Township Council on Monday approved a $545,500 bond ordinance on first reading that would allow the township to purchase 12 new police vehicles.

The measure was approved by a 6-0 vote (Councilwoman Crystal Evans did not attend Monday's meeting).

It is expected a public hearing on the bond ordinance will be held at Council's Nov. 28 meeting.

The 12 vehicles being sought by the township for use by the police department are 10 "pursuit-rated," four-wheel-drive Ford sedans and two sport-utility vehicles, according to Business Administrator Tom Cardis.

Council initially approved the police vehicle bond measure on first reading during its Oct. 12 meeting, setting the governing body up for a public hearing on the matter during its Oct. 24 meeting.

The measure was tabled by Council President Glen Bianchini on Oct. 24, however, after Cardis requested more time to review analysis on bonding and leasing options. Several residents, including former Councilwoman Maureen McLaughlin, questioned the prudence of bonding for the cars during the Oct. 12 meeting, prompting Cardis to promise a review of the purchase options.

Cardis explained Monday night that car leases for government entities are not the same as they are for individuals—governments keep the cars at the end of the lease period, while individuals return them at the end of the term.

The township would effectively be paying Ford Motor Credit Co. for the 12 vehicles over a four-year period at a 5.375 percent interest rate had officials opted for the lease route, he said.

Bonds are running at about 2.75 percent at this time, according to Cardis.

Cardis also noted that any money spent on a vehicle lease would count within the 2 percent budget-increase cap imposed by Gov. Chris Christie's administration, but bonding does not.

The township will aim to pay off the bond debt for the 12 vehicles in 10 years. If it takes 15 years for the township to pay off the bond debt, it would make the bonding option more of a "break even" situation when compared to the leasing option, Cardis said.

The township currently holds about $50 million in outstanding bond debt, according to Cardis.

In other news

Two weeks to the day before a new single-stream recycling operation is to begin here, the Township Council approved a resolution allowing the township to re-enter an agreement with Camden County that promises to save the township money on waste disposal.

The agreement applies only to recyclables collected from township homes.

The county's agreement with ReCommunity Recycling, a Charlotte, NC-based company that operates a facility on Mount Ephraim Avenue in Camden, will result in the township receiving 55 percent of the balance in months where the average commodity revenue for township-delivered recyclables is in excess of $75 per ton.

ReCommunity processes recyclables after they are delivered to its Camden facility, then markets those materials—newspapers, glass bottles, corrugated cardboard, plastic containers, and more—to commodity vendors.

Based on its agreement with ReCommunity, Camden County shares the remaining 45 percent of the balance in months in which the average commodity revenue exceeds $75 with the North Carolina-based operator.

In months where the township's average commodity revenue falls below $75, the county assumes responsibility for any costs or fees associated with the township's use of the Camden facility, according to the shared-services deal between Gloucester Township and Camden County.

The agreement runs from Jan. 1, 2012, through Dec. 31, 2016.

Council also approved two resolutions as part of its consent agenda for Monday's meeting that will allow the township to advertise for professional and banking services solely on the official township website.

The following professional services are being sought: energy consultant, Zoning Board solicitor, Zoning Board engineer, general engineer, streets engineer, sidewalks engineer, recreation engineer, redevelopment engineer, storm drainage engineer, redevelopment planner and engineer, bond counsel, labor counsel, workmen's compensation insurance counsel, auditor, public defender, municipal court prosecutor, economic development consultant, computer and computer network consultant, media consultant, and finance consultant.

This statement above by Mr. Cardis scares me a little. It kinda makes it sound like its okay if we find little tricks to do an end run around the budget-increase cap.
I hope that Mr. Cardis realizes that the spirit of the cap rule is to make municipalities aggressively tighten spending and live within its means; NOT to look for loopholes to get around the rule; NOT to kick the can down the road.
In fact I'll take it a step further -- The REAL spirit of the rule is to make NJ municipalities aggressively look to find ways to actually LOWER the embarrassing tax burden placed on its residents.

On a tangential subject, could someone explain the backstory regarding Councilwoman Evans? Viewing the situation from afar, she comes across as a pouty child who didn't get her way, so decided to take her ball and go home.
She was elected to do a job and serve her township. From my vantage point, she doesn't appear to be doing so.

Councilwoman Evans is about the only one of that group that speaks up for the people of GT. She has taken quite a beating at the hands of certain other members of council because of her positions. She has a lot more backbone than all the Me-Toos on council. And shame on the voters for not standing up for themselves. Perhaps we have all given up hope for a government of the people, by the people, and for the people.

I'm sure, from your inside-politics point of view, Councilwoman Evans is courageous.
But for the rest of us who vote and hope, this is why we cannot stomach the current state of elected public service. Bickering, pandering, obstructionism, peddling influence......
I would like to get more involved and stand up for myself. Big Daddy, could you please cite some examples of issues where Councilwoman Evans stood against the GT Council majority in favor of the people of GT?

She spoke in favor of eliminating Pay to Play for one. I also recall she actually wanted to reduce the proposed school budgets per the demand of the voters. Of course neither of those happened (unless you consider 0.3% a real reduction). From where I stand, speaking up is much better than same old - same old. She seemed to be more the attackee than the attacker.

With her recent lack meeting attendance and voting, has the Councilwomen given up the fight? Her frustration notwithstanding, she was elected to do a job. From my outsider's perspective, she is shirking her duty by not showing up, by not expressing her side of the issue, by not voting.

Allow me to go off on a bit of a tangent. NJ has (and always has had) the highest property taxes in the country. The average is about $8,000. The next highest state is about $4,500. So finding ways to keep that record intact is unacceptable.

Isn't it great Pete, bigdaddy1 seems to continue to argue Ms Evans sticks up for the residents in GT. I can't remember the last time she attended a council meeting that she didn't act like a promotional advertisement for Gov Christie, while just like the Governor she refused to address our school budget and even try to help reduce it. In fact I remember clearly her saying she would not be on any subcommittee that would cut the school budgets in order to save the tax payers some money. To me that action is one of the very reasons the other 80,000 residents of GT voted her out of office last week. Thank heavens the people of GT know what BS is and voted the governors propaganda machine out on her butt Now the Feds can finish what the people started and put her away for stealing paychecks from GT Taxpayers and refusing to do the job she took pay for.

While not a fan of councilwoman Evans let's set the record straight on something, she was not on the ballot and therefore not voted out of anything. That said you have a lot of nerve complaining about people stealing from the residents in this town, how many local democrtats have municipal and state jobs while they serve on boards and are not only active members of the democrat machine but ELECTED TO THE COUNTY COMMITTEE?

And as to your bringing up the "feds", solicitor Carlamere admited at a recent council meeting when questioned by the public that the FBI did in fact enter the municipal building with a warrent and remove files related to an ongoing investigation concerning land deals in GT. isn't the democrat boss Kevin Piccolo also being investigated and oh yeah, he is a real estate agent. Seems like you guys at Valleybrook are on the feds hit list. Your own solicitor admited to that.

Councilwoman Evan's objection was to being put on that committee without her knowledge. It was clear there was some political in-fighting involved by the other councilpersons. Perhaps she could have handled it differently, but I suspect council had a hidden agenda.

Crystal you know the best part about this is one would have thought you learned your lesson having to give up your last frivolous lawsuit when you were ordered by the judge to disclose your own IP address and allow your internet provider to disclose all your fake screen names on all the various sites you post on. Posters will not stop the personal attacks as long as PATCH promotes this type of activity for the profits it receives from them. It is quite obvious PATCH does not have a problem leaving personal slanderous and harassing insults to stay as long as they do not remark about a patch contributor. Well I can see this is going to go nowhere, maybe I need to see if your edition of PATCH is in violation of its Franchise Agreement with AOL for promoting and enticing its posters to harass PATCH readers and posters. Many states have banned the use of these voting Machines. NJ and Louisianna have ignored the lawsuits to have them ban. Makes you wonder why?
