Gloucester Township Tax Sale Scheduled for Dec. 18

Republican leader calls for more "compassion" from township during tough economic times.

 

UPDATE, 9:32 p.m. 12/3: The drive-thru tax window at the Gloucester Township Municipal Building will be open each Friday prior to the Dec. 18 accelerated tax sale for payments by those property owners included on the tax sale list.

No other tax payments will be accepted on Friday, Dec. 7, or Friday, Dec. 14.

The municipal building is usually open Monday through Thursday from 8 a.m. to 5:45 p.m. and closed on Friday.

Gloucester Township property owners who have fallen behind on taxes have just 18 days to pay their bills in order to avoid being included in an accelerated tax sale next month.

The township's public tax sale is scheduled for Tuesday, Dec. 18, beginning at 8:30 a.m.

The 2012 accelerated tax sale list (see PDF to right) was recently published on the township website. The list includes more than 3,500 properties for which taxes had not been paid in full as of Nov. 19, as well as those with delinquent Gloucester Township Municipal Utilities Authority (MUA) and Camden County MUA bills.

Property owners can pay their bills before the Dec. 18 accelerated tax sale to avoid having their delinquent taxes and MUA bills included in the auction. Payments must be in cash, certified check or money order. The tax office is open Monday through Thursday from 8 a.m. to 5:45 p.m.

An accelerated tax sale is a tool used by municipalities to achieve higher tax-collection rates.

Business Administrator Tom Cardis noted during Monday's Gloucester Township Council meeting that the township's collection rate has been "very close to 100 percent" since moving to the accelerated tax sale in the late 1990s.

Erial resident Ray Polidoro—chairman of the Gloucester Township Republican Municipal Committee—called on the township to work in a "little compassion" with its tax sale notices.

"Is there not anything that this township can do whether it's through the (tax collector's office) or MUA to show a little compassion for some of these folks that are very concerned? This number is growing," he said. "There are people that are having very, very tough times, and this is what they're getting in the mail."

Accelerated tax sales are held just before the end of a budget year. For Gloucester Township, which now operates on a calendar-year budget, that means accelerated tax sales typically are held in December.

Investors bid on tax debt at the auction-style tax sales, paying off the money owed to municipalities while charging interest of up to 18 percent on top of the original tax bill owed by the delinquent taxpayer.

"In the tax sales, we don't sell their home; we sell the lien," Tax Assessor Chuck Palumbo said. "Somebody buys the lien, the delinquency, and they pay the taxes for them and they just have a lien on their home."

Polidoro questioned the expediency with which the notices were mailed this year following the Nov. 13 fourth-quarter property tax deadline.

"That process has to start immediately after the November quarter because you have to have a four-week period of advertisements and notices" before the auction, Cardis responded.

Solicitor David Carlamere noted municipalities operating under accelerated tax sales can include all taxes due before Nov. 11 in support of calendar-year budgets.

Gloucester Township places legal notices with its tax sale list in its official newspapers twice before the auction, Cardis said. It also sends out two rounds of direct notices.

Last time I was at the tax office, paying my outrages taxes, there was an older woman there crying about how much her taxes were and that she didn't have all the money to pay for them. She stated that she has lived in this house for 40 plus years and she is on a fixed income. And not 1 person who worked there showed her that they understood and that they would try to help her. I am in the same boat with not getting an income right now, but they could care less. Just keep getting more money out of the residents so that certain people can collect a bigger paycheck.

The people, especially the senior citizens need to petition the state and local government to keep them from stealing our homes. Seniors have built this state and yet they are being forced out of their homes by these high property taxes. Funding schools and municipalities through property taxes is an unfair system especially for those on fixed incomes.

Imagine that, Herm Englebert is on the list AGAIN for not paying his GTMUA taxes. This is a yearly event. It would be interesting to find out if he every really pays his taxes or if they just "disappear" off the books. Some other interesting names on here too and I'm only through the first dozen pages or so.

This is stupidity. After falling behind on my county sewer bill, I received an accumulated bill in September, and had begun making payments in good faith since then. Yet a couple of weeks ago I received the tax sale notice for the remaining balance, along with a BS $40 fee that I was never warned about. With any other creditor or township I've lived in, I could continue making incremental payments until the deadline (not that any other town has ever threatened a tax sale), but the township wouldn't even take a partial payment at the window with a month to go because it's "in tax sale." So now I have to pony up several hundred dollars that I really don't have, and when I tried to pay the Township MUA through a direct bank payment from my bank, noting my block and lot #, THEY SENT IT BACK TO ME. Apparently, I no longer owe the money to them, but the township. Adding to the confusion is the tax sale notice came from a different authority than who the money was really owed to, and didn't so much as include a related account number. Yeah, a little common sense and compassion is needed here, when someone is already making payments and there's a month to go before the tax sale date.

$54.33 taxes in arrears...and
$83.72 GTMUA payment in arrears.

This results in an 18%-interest lien against your home.
Can any sane individual question why we all love to live, work, and play in Gloucester Township?

The Township already bills you for interest if you are late. So why is the tax sale necessary. I can see if someone is seriously in arrears, but for the small amounts ant short late periods, this is really terrible.

This is done at the tax sale and the Township collects the vigorish and then pays the loan sharks off........
They get my taxes from the NFCU and they or me never received any warning about the payment not being made. If I did get a warning I would have calle the Navy Federal and they would have paid the idiots. I sent an e-mail to the Mayor about it but it wasn't important enough for him to reply. Of course, that is, if he ever received the E-MAIL. Maybe, it was stopped in it's tracks before he saw it.

this township is run lousy, i never been late in 12 yrs, an i was only 18 days late waiting for my social security check to pay 456.00 an now they had to charge 40.00 more an would not waive it i hope we can run these jerks out of office. how dare they try to steal someone house for this amount or smaller. its a new meaning for the word crook.

Long as he gets his 70K why should he worry about what any of the people really get.

This Township should be ashamed of themselves!!! I know , for a fact, how ALL of our Township Representatives and Mayor and down the line live. They are the ONLY people receiving raises and Christmas bonuses. Meanwhile , they moved up the tax sale to further cause pain on the people who's taxes make up "your" salaries and this Townships. Shame on you all that you would put a lien on someone's 30year home for $60.00 in arrears!!! You're going to tax them 18% on that. Take the damn $60.00 out of your own pocket as I, a nobody, has done , and help them out with a secret Merry Cristmas!!! Do SOMETHING!!!!!! Better yet you will sit with a calculator and see what your Township has brought in?!? You all discust me!!! Happy Happy Holidays to All of You!!!!!! Pamela, don't you think that the over $3.8 million in red light camera revenue, could have supplemented the very temporary shortfall until most people could get caught up on their sewer bill and property tax. It seemed that most of which was due, was GT & CC MUA, as IF they were hurting for money. Keep in mind the GTMUA not only makes money on OUR recyclables, but from other towns bringing their recyclable compost and revenue generating items to Gloucester Township.

As government efficiency goes, I think the next step will be to form a NJ-UA, a Mid-Atlantic Regional-UA, and a Federal-UA. That should bolster the money chests for a while until they figure out exactly how they will tax us for using the Internet. Oh, I almost forgot, we'll also need an North American-UA and a Global-UA that can probably be presided over by all our frenemies in the U.N. Think about it, waste is a terrible think to mind so everybody's got to get their fair share of the trash tax.

There should be a law mandated to protect homeowners risking their home for taxes. Hell, the mortgage alone is enough but when you've paid off your mortgage, you are still in the same boat being harrassed and penalized for failing to pay high taxes. Today, it's all bout the "Benjamins." "money talks BS walks. It's just not right putting people out their homes because they are behind in their taxes. Then you have elected officials in your Township stab you right in the back. That's why our world is seeing and experiencing so many natural disasters, because OUR GOD is not happy with what he is seeing, the World of People who show no compassion and THEIR GREED THAT FEEDS OFF THE POOR. America is slowly growing into a third world country, where there will be a status of rich or poor.

When you watch the council video, do you notice ANY of the Council members, Administrator, Solicitor, or Mayor sensitive to the people of Gloucester Township's needs or situation?
They didn't seem to care that the Governor extended tax payments, or what other towns were doing. They just wanted to "accelerate" the tax sale process.
Then publish people's names on the township website.
Add another 18% as well. What a town.
Use the &$%@#& red light camera money until people can fulfill their responsibility.

On this issue, the township is dead wrong and I don't care what the law is. To put someone's house up for tax sale when someone is less than 30 days late, or for a small amount is HIDEOUS. The law needs to be changed. And anyone choosing to do it needs to find another job.

Robert, you hit the nail on the head! That fee is not only completely arbitrary, but I don't recall being advised about it in any prior correspondence. When Comcast threatens to shut off your service, they tell you that you might incur a reconnection fee. Had I known there'd be an additional fee, that might have influenced my payments, as though interest wasn't enough.

Don't forget the 18% that someone will make when they BUY the tax lien from the township or MUA. Doesn't it make you wonder who will be buying those liens?
Make people suffer both the $40 fee + 18%. and they only say it's the law?

On the other hand there are many banks involved because they sometimes send payments in late and they pay all these fines, charges as it was in my case. But they are supposed to send out warnings about your name going in the newspaper as deliquent and to me I would say these morons in the TWP are screwing with my credit.

Keep in mind that they are naming the replacement for Gentek. They figure that hardly anyone will come to a meeting between Christmas and New Year. Not many show up most nights anyway. That needs to change. But keep an eye on the replacement.
