$25 for Two First Class Stamps? That’s Gloucester Township Math

If every postal customer were like the Gloucester Township tax office, the U.S. Postal Service would be swimming in money, rather than finding ways to scale back services and climb out of near bankruptcy.

That’s the only conclusion that can be drawn when the Township chooses to tack on $25 per property to cover the cost of mailing a delinquency notice. This on top of other costs associated with the pending “accelerated” tax sale, scheduled for Dec. 18. For my part, I received two letters via regular mail—two 45 ¢ stamps—but am being charged $25 for the correspondence intended to collect a couple hundred bucks that I was already making payments on.

Under state law (54:5-38), the Township can charge “2% of the existing lien…but not less than $15 and not more than $100 for each parcel” included in the tax sale. For a significant chunk of those on the 102-page delinquency list—those who owe $750 or less—that equates to the minimum $15. But that fee isn’t enough.  On top of the woe being dished out during the holiday season, the tax collector unashamedly cites statute 54:5-26, which states:

In lieu of any two publications, notice to the property owner and to any person or entity entitled to notice of foreclosure pursuant to section 20 of P.L.1948, c.96 (C.54:5-104.48) may be given by regular or certified mail, the costs of which shall be added to the cost of the sale in addition to those provided in R.S.54:5-38, not to exceed $25 for each [set of notices] notice for a particular property. 

So like the worst kind of ad agency that charges clients for staples and faxes, the Township is focusing on the “not to exceed” fee in order to squeeze even more out of those who already owe. Had they added a buck, they’d make a 10 ¢ profit over the cost of postage for two mailings, or break even if you count the paper and printer ink. Heck, $2 would cover all the mailing fees quite nicely.

But it’s not enough for a greedy administration that insists on further picking the pockets of its residents least likely to be able to pay.

Why should any of us care that your mad that you failed to pay your bills on time. It's a state law you have a problem with it call the governor see if he will take that cheesteak out of his mouth to answer your call. IN regards to the fees, do you work for free?

Your obviously not a millionaire because if you were you would not be on this list unless your truly just ignorant. This is a state law that requires the fees be added, Chris Christie just yesterday refused to allow people in your income bracket to be able to buy affordable healthcare, do you really think he cares if you have a problem with the fees his administration imputed to your bill? You failed to pay your taxes on time pay them now to minimize your further embarrassment and a potential lien because lord knows your going to go insane when you find out how much the lien recording fees are....lol! Good luck with that one.

Uh oh. Looks like the party attack zombies have a new target. How dare a mere citizen step up and question the wisdom of the Norcrats!! Cause $25 is cheap for a stamp. We should feel honored our wise leaders only spend $25 per mailing cause there is no way they would look to the 3500 citizens as a fundriaser for $25 a pop!

Ignore those traffic light cameras. Those aren't fundraisers either.

Gary: Don't let their attempts to anger you stop you. Thanks for your research into this. I wonder, though, exactly who are buying these tax liens? Are they bought by shell companies owned by party insiders? Who is making money off of these? Who bought the last round of liens and how are they connected to GT or Camden County?

Give it a rest, Sybil. Municipalities do have choices in the matter. They can choose to conduct an accelerated tax sale vs. a standard tax sale. The accelerated sale is just that - it's goal is to collect payment for delinquencies from the current calendar year, apparently even if homeowners are making good-faith payments. The standard tax sale is for delinquencies from the prior year. The vast majority of municipalities in NJ use the calendar tax sale. But GloTwp chooses to go the faster route. Maybe a referendum is needed to change this -- I'll be looking into it.

Also, there's that mailing fee. State law prescribes that the city can charge "up to $25" per mailing, regardless of whether it's certified, regular or some other form of mail. The wording clearly gives discretion to the city. When I questioned Sandra Ferguson, the tax collector, about why the cost was $40 when the state allows only 2% (min. $15), her response was, "I chose to add $25 for mailing costs." She didn't say "I'm required to add" or "the law says I must add," but "I chose to add." She could've chosen to add $2 or $3 if she weren't a typical bureaucrat looking to simply enrich the city's coffers. Case closed, as far as I'm concerned.

And both Paul and I have given you far too much credibility and consideration for someone who's hiding behind a pseudonym. A newspaper wouldn't so much as publish your letter to the editor.

Gary here is an idea for you: Pay your taxes on time and you won't need a tissue for you issue!! You seem to be a proud homeowner when it comes time to claim you own 3 homes, if what you say is true, and I have no reason to doubt you, how about you become a proud homeowner and pay your bills on time. It's clear from your posts you are habitually delinquent and not only here in Gloucester Township but in the multiple other towns you claim to own homes in. Try paying your bills on time because the $25 fee you’re complaining about does not cover the cost of advertizing your name in the paper as a tax delinquent. You said Sandy Ferguson is the tax collector and is making you pay your bills? Nice to see she is doing her job. Why should I or any other tax payer pay for your delinquency? I am a bit upset she is not charging you full price for advertizing you in the paper, why should the rest of us who struggle but pay on time finance your 4 delinquent homes that are in tax sale in multiple towns. There is no spin here it’s the law pay your taxes or pay the fees like the rest of us have to.

I don't know why you're talking about 4 homes. I have only owned 1 home at a time like most people. I've moved throughout my life, as people sometimes do. And we're talking about a county sewer bill, not property taxes, maybe three quarters worth that I thought I'd paid when I paid my township sewer bill, and an accumulated bill that I was in the process of paying down when I received the tax sale notice. Like I said in my blog, these things happen. Yeah, it may be delinquent in the strict sense of the word, but tax sale, WHEN I'M MAKING REGULAR PAYMENTS and am already paying interest? That I've never heard of before.

Gary here, maybe having the correct state statute will help ease your pain and make you understand your getting off easy with being charges only $25.00.:

"54:5-26. Copies of the notice of a tax sale shall be set up in five of the most public places in the municipality, and a copy of the notice shall be published in a newspaper circulating in the municipality, once in each of the four calendar weeks preceding the calendar week containing the day appointed for the sale. In lieu of any two publications, notice to the property owner and to any person or entity entitled to notice of foreclosure pursuant to section 20 of P.L.1948, c.96 (C.54:5-104.48) may be given by regular or certified mail, the costs of which shall be added to the cost of the sale in addition to those provided in R.S.54:5-38, not to exceed $25 for each notice for a particular property."

So as you see $25 is a bargain compared to the fact you are in the paper 2x and could have been billed at $25 or more, actually up to $100 for each advertisement. Even the minimum fee for the advertisement of $15 that would have been $30. I can guarantee you if you break down the cost of the advertisement, by how many people were advertized, your bill would have far exceeded the $25 you were charged.

As stated numerous times your costs include more then just stamps, stop being foolish and just pay your taxes. Mitigate your losses! There is nothing short of paying your taxes that will remedy this situation.

Gary, I feel bad for you man, this stuff does happen and with this economy it happens more then anyone would have ever imagined. The problem is taxes, tax sales and liens can be expensive as from your blog I can see you’re finding out. It is easy to blame a mayor or governor. As much as I see you would like to blame the Mayor or council and I would love to blame the governor it is clear the state law has been in effect from before any of those individuals where born.

That said I see you are taking issue with the fees and the accelerated sale process. I'm sure Paul will jump me as I see he did others and you may also. You can take or leave what I say it's your choice but the fact is twofold; The accelerated sale benefits you in one way and hurts in another. The hurt is it makes the sale 3 weeks earlier then the standard sale bringing the sale from the second week of January to the 3rd week of December. That hurts right before the holidays. The help is if the standard sale were used which would require the sale to be 50 days after the 11th day of November, you would be due the next quarter taxes and sewer bills which would be required to be paid at that time. The tax quarters are as follows Jan 1 to March 1, due "BY" Feb 1 with grace to Feb 10. Since that quarter would be due at that time it would be required to be paid to avoid the sale in the standard format. The accelerated system helps keep your bill down, but does not change the fees and costs.

“54:5-21. Lands listed for sale; liens listed; installments added.........
In the case of a standard tax sale, the list shall be prepared at least 50 calendar days prior to the date of sale. The collector may prepare the list after the 11th day of the eleventh month of the fiscal year, and prior to the close of the fiscal year, in order to start advertising the standard tax sale prior to the close of the current fiscal year.

In the case of an accelerated tax sale, the list shall be prepared as of the 11th day of the 11th month of the current fiscal year, and shall include only those taxes, assessments and other municipal charges that were delinquent as of that date.”

As you can see there is no difference in the fees just the sale date would change. As far as the change if you do the math 50 days after the 11th of November which is a Sunday so you need to use the 12 of November add 50 days that would be January 2nd, and the next quarter is due at that point and by statute would be required to be charged to avoid the tax sale, even though it normally would not be due until Feb 1. If you read the tax bill it says Pay "BY" Feb 1st if you don't believe me read your billing.

The $25 is probably not just the cost of the stamp. I assume it also pays the salary of the clerk collecting the info and writing the letter, the paper, ink, electric and other overhead associated with generating the actual bill. The clerk is taking time from other duties to work on this delinquency project.

I just re-read the original Patch article on this. It mentions at least 3500 households involved in this tax sale. If we are to believe those here who are saying the $25 fee is to cover the costs, then we could assume $25 a house times 3500 houses is $87,500 in costs.

I will admit that I am not an experienced tax collector, but I have taken the time to print and mail form letters before. $87,500 does seem like a lot to send out this mailing.

How much do we spend for other mailings the town sends to the ENTIRE population such as the tax bills and the quarterly report? What does the GTMUA spend PER QUARTER to send out the invoices? I challenge those on here attacking Mr. Frisch to provide this documentation.

Maybe we could get an exact cost of the mailing and charge people based on the actual cost for the previous year? It would be a simple matter of calculating the cost of paper, toner, and the employees time then dividing by 3500. If GT could document this cost, it would seem reasonable for each citizen to bear the true cost. But $87,500 in this case seems excessive.

I might be off base, but I can't see Gloucester Township, the GTMUA, or the CCMUA spending $25 per house to generate, print, and mail each of their bills and notices.

Gary, Gary, Gary, Let it go all this tension is not good for you. Just face the reality YOU'RE IN COLLCETIONS, Your late and you have been advertised in the newspaper. You have late fees and you're going to pay them!

It must suck being on the collections end of the equation but lets face it you have done promotions work for a collection agency telling everyone how wonderful being in collections can be so just enjoy it. Hey lets face it some of those people you helped embarrass and exploit before are now laughing at you. See most people in collection's can't afford their bill people do sympathize with them you just ignored your responsibility. You're a delinquent wanting the tax payers to absorb your debt, that's not going to happen!

As far as the "Holier Than Thou title" you can try and pawn that off on others like your doing with your tax bill but just like that late payment fee you earned the title "Holier Than Thou," and just like the tax delinquent title you will keep that one too.

Hey Sibilith, did you attend school in NJ's public school system? Never mind, I already know the answer from trying to read your gibberish. Do you understand the function of punctuation? It actually aids in reading and understanding on the part of the reader and would be a boost to making your messages more understandable to the unwashed masses of the public that have to try to interpret your stuff.
You know, it's funny how the GT leadership almost totally avoids the people's sounding box otherwise known as the Patch. I say almost because Dan Hutchison actually posted two messages about the fact that people could forward their resumes to the Democratic Party in GT if they were interested in the open council seat. However, whenever there is criticism of the GT leadership there are a cage full of attack dogs that are unleashed and you are obviously part of that pack. Seriously, spare us the boredom of trying to deny it because it's obvious to even the most causal observer.
What a breath of fresh air it would be if GT's council and mayor would fight their own battles and interact with the people on this public forum. Basically, any attempt to interact with out leadership, whether it be via email, at township council meetings, or in local Internet forums such as this, yields the same outcome...dumb silence.

Paul just for the record I am probably more of a conservative then you. As you know most conservatives really don't like people who rely on others to cover their bills. I don't think in terms of Democrat or Republican, I think in terms of for the people by the people. Although I congratulate this group of democrats as they have not raised taxes in 3 years now. No other town in NJ can say the same.

I also think if someone is living beyond their means they should sell their home and move to where they can afford to live. If someone is so irresponsible that they went on a trip with strippers just before the tax deadline and forgot to pay their taxes then they need to man up, shut up, and pay them now. Don't write a blog about the fees it was probably less then a lapdance would cost him. Don't write a blog saying your so down and out then brag about being on a trip with strippers.

Think smart, his blog is hurting your homes value. Why would you keep protecting him. Amazing! Or are you now going to give us some BS that his blog to the world telling everyone how 3500 people in our town are late on their taxes is somehow helping your homes value.

Paul obviously was making a rhetorical question since only he would know why he was calling me and many others on here names. I guess Paul figures he can take pot shots from behind a computer since he would need a dentist if he said the same remarks to people’s faces. "Show me in any post where I called you a name?"

Now it has been since December 7, 2012 I have been waiting for you to show me where I ever called you a name other then what you identified yourself as and it has now been 5 days you still failed to answer but I see you continue to call me names, why? When you answer my question I asked you 5 days ago I will embarrass you again by answering your question. Don’t worry Paul I know you won’t answer that question you can’t because it never happened. On the other hand I will give you a couple days to try and make up some more lies.

I never owed any taxes, Sybil-whoeveryouare. What I paid was a few missed sewer bills. One of many errors you self-righteously proclaim as "facts" in your multiple posts. You think you're so smart, but you know nothing about me. I guess to you I am a cipher, and I wouldn't have it any other way.

Gary you just couldn't leave well enough alone. You were in "TAX SALE" there is no such thing as "SEWER SALE." It may have been because of your SEWER “TAX” and not your PROPERTY TAX but I assure you that you were in “TAX SALE!”

That said I find it disturbing that you feel it is justified to write blogs to cry about a $25 fee imposed against you for being so delinquent. Then trying to justify it by saying: Gary Frisch 6:02 pm on Wednesday, December 12, 2012,

"A FEW" missed sewer bills? A few missed bills landed you in TAX SALE!
It's called the law, obey it! Certainly when you are at fault you need to own it, not make a big battle you can never win. Do you understand why you can't win? You were a pawn, all the way through this. You were prodded By Mr. Poloidoro to disgrace yourself by telling everyone you were a "delinquent." You even called yourself a "tax deadbeat," why would anyone do that to themselves?
Do you understand the same Polidoro that prodded you to do this would have been the same one to smear your name across New Jersey blogs saying you were given special consideration by the Municipality because you were causing problems? Writing your blog did nothing but guarantee you were going to pay that late fee. I promise you that. But like Paul says now your TAX's are paid and I will ignore you, He is right you’re not worth my time anymore. Life lesson, PAY YOUR TAXES!

Sybil Evans, who is this Mr. Poliodoro you keep talking about? I've never met the man and have no idea who he even is. I'm assuming he works for Glo Twp in some capacity. Just another example of you shooting off your mouth out of spite and schadenfreude, when you have no real idea what you're talking about. Everything you've said on this blog can apply to each and every person on the tax sale list. Yes, paying taxes is the law, and this was a sewer bill, that's a utility, FYI, not a tax, despite what they call this process. Like I said in my first blog, everyone has reasons they didn't pay, and nobody on the list is a bad person as a result. However, YOU are a nameless, faceless thug, and if you do in fact work for the township -- or if you're even the tax collector just pissed off that someone should question you or the township -- what you're doing here is slovenly, unprofessional and disgraceful. I challenge you, Sybil Evans, to reveal your real name. You won't, because you're a horrid little worker bee in this government who thinks its ok to denigrate its constituents when you really fear for your job should your identity come out. My answer, No actually your blog was an example of “schadenfreude” after all you made the blog in a lame attempt to discredit numerous people in the municipality that had no intention to harm you in any way, they just needed to follow the law and advise you your home was up for tax sale. You believed you were going to disgrace them into not charging you the $25 fee, how did that work out for you?

My answer again; No everything you said does not apply to everyone subject to tax sale, actually you were the only person to write a blog designed to embarrass and harm others. The problem is when you were having hard times and couldn’t afford to pay the bill then get caught partying with strippers on November 8th 2012, you kind of lose the sympathy aspect of your “Hard Times” comment was meant to give you.

My answer;” again you are wrong it is called a SEWER TAX utilities get paid to private businesses, can be turned off and are not lienable if your delinquent. Taxes cannot be turned off they are owed to the government and become a lien if you don’t pay them.

You further pretend you could not pay your taxes on time because of some "hard times" you were having and we should have sympathy for you because you only missed "A FEW PAYMENTS."

My answer; Why should the tax payers of Gloucester Township cut you a break on your late payment when you used money that was supposed to pay your taxes and instead decided to go skydiving? If you had the money to skydive you should have paid your taxes.

My answer not everyone is a bad person but you are. Many of the people on that list really can't pay their taxes you made a decision not too pay and use that money to go skydiving, then lied about your financial ability to pay just to try and get out of a late payment fee. That's just dirty wrong.

I have nothing at all to say about this article. I pay my taxes on time and this is all really totally irrelevant to me. But I was bored and decided to read through all of the comments for amusement's sake. Just thought I'd throw it out there that it is blazingly clear that "Dave's Stache" and Darren Gladden are NOT one and the same!
And didn't Dave Mayer shave like a year and a half ago? Maybe a new name is in order?
