GT Council Meeting: Energy Aggregation Program

Just took a look at the agenda for Monday's (2/10/14) Council Meeting and saw the ordinance to establish a government-private energy aggregation program in the township. Of particular interest to me was Section 3 that reads (emphasis mine): "The Mayor and Business Administrator are hereby authorized to take any and all steps to submit the necessary documentation to the New Jersey Board of Public Utilities and to provide any and all notices to residential customers to opt-out of the Program and to non-residential customers to opt-in to the Program." How does anyone else interpret the above section? Does anyone know of any details on this ordinance?
