Is One of Team Mayer's Leaders Committing Fraud?

Council President Bianchini, for the last two years you have been committing fraud by living outside of Gloucester Township while claiming your vacant condo as your residence. It is either time you move your family here or resign from council.

In recent weeks, there have been questions regarding the residency of Gloucester Township Council President Glen Bianchini.  This entire topic is disturbing because there never should be a question as to the residency of the head of one of our local branches of government.  This topic brings into question the integrity of our council and potentially criminal insurance fraud against Mr. Bianchini.  In my opinion it also raises the question on a fraud to the people of Gloucester Township committed by him and the test of Team Mayer during Mr. Bianchini’s re-election in 2011.   

The central issue in this is that shortly after winning the election in 2011 and before being seated in 2012, Mr. Bianchini got married.  Usually this is a cause for celebration, and it is my sincere hope that outside of the residency issue he has a happy life with his wife.  The problem is that she is not a Gloucester Township resident, residing in Berlin, about 20 minutes away from Mr. Bianchini’s condo in Valleybrook.  The rumors are that he has been living with his wife in Berlin instead of her and her children moving to Gloucester Township.  For any other person in town no one would care but as Council President, sleeping in town every night is one of those unspoken requirements.  At a recent council meeting, an audience member asked him if he was still a resident to which he affirmed his residency in Bayhill Ct.  The moment he defended his residency as living in Bayhill he removed all ambiguity or alternate theories or where he could be living, which means that he and his wife did not sell both of their homes and buy a larger home elsewhere in town. 

There are a few problems with his story:

1.       This is a small townhome not big enough for his expanded family,

2.       Some of his neighbors have reported not seeing him in a long time and have rarely, if ever, seen his new wife and children on Bayhill Ct,

3.       His new step-children do not appear to be enrolled in Gloucester Township or Black Horse Pike Regional schools,

4.       There are pictures circulating clearly showing his Honda Pilot parked in front of his wife’s house in the early morning before he has gone to work, still cold from sitting overnight.

5.       He and his wife have both “checked in” on Facebook at the Berlin Diner for breakfast, not one of the many Gloucester Township restaurants.  Why would they travel from GT to Berlin when there are many fine diners here?

6.       Other than changing her hometown on Facebook, there is no evidence that Mrs. Bianchini lives in Gloucester Township.

If you believe that he spends the majority of his time in Bayhill Ct and only infrequently spends overnights with his new family then I have a few bridges and swamp land to sell you.  No new bride, whether her first or second marriage, is going to tolerate her new husband spending half of his overnights 20 minutes away to maintain residency for political purposes.  I also assume that as a new groom, Mr. Bianchini would want to spend every night with his new bride as every one of us would. 

I have some other questions to ask which leads to the claims of fraud by the second most powerful public official in town:

1.       Is Mrs. Bianchini registered to vote in Bayhill Ct and has she voted since 2011?

2.       Where are both of their cars registered and insured at?

3.       How many furnishings and clothes are in Bayhill Ct?  After he was asked about his residency, why did his neighbors report him quickly moving furnishings back in?

4.       Is the refrigerator stocked with food and supplies for a large family or is his pantry bare?

According to my insurance broker, a car must be registered at the address where is garaged a majority of the coverage period.  This means for any given policy period, the car would have to spend its overnights one half of the time plus one night at the address listed on the policy.  If he kept a separate policy from his wife so his paperwork showed a Bayhill Ct address, he is committing insurance fraud the car is not parked there overnights because he spends them with his family.  If he combined insurance plans with his wife (as many of us do to save money), both of them are committing fraud if their cars are registered here.  If they registered both cars in Berlin he is not committing fraud but is now no longer a resident and his Council seat must be vacated. 

He may also be committing fraud with regard to home owners insurance.  There are different rates if the home is owner-occupied, rented, or vacant.  If Mr. Bianchini has not been actively living in the home, he would be committing fraud by not telling his homeowners broker.  If he told his broker the home on Bayhill is vacant then he is clearly no longer a resident and must resign his seat immediately.

Residency is not made by simply owning a home, it is defined by where you live and “intend to take up permanent residence”.  It is nearly two years since he got married, long enough for both Mr. and Mrs. Bianchini to sell their previous homes and purchase a larger one elsewhere in town and certainly long enough to prove that his intent is to remain in Berlin indefinitely.  Maybe he and his wife plan on moving to Gloucester Township once her kids are out of school.  If this is case then I am outraged because this is a powerful statement about his lack of confidence in Gloucester Township schools that his Team Mayer friends have taken over and are running into the ground to repay their political donors and provide patronage jobs for his Vice-President.  As Council President, he oversees many joint projects like the solar panels.  Does he know something about our schools that we don’t that is keeping his new wife from enrolling them here? 

Why do I care about where he lives you might ask, it is simple.  Since he is no longer a resident he does not have any skin in the game.  When the roads outside of his condo in Valleybrook were torn up for the sewer project it did not affect him.  He can try to severely limit Halloween knowing it won’t affect him.  He can put up the solar panel blight because his step-children won’t have to see them.  I care because I want elected officials who reside in town and who follow the strict letter of the law.  Maybe if he lived here, he might have applied pressure on Team Mayer donor T&M Associates to do a better job of project management of the sewer project and repaving effort.  Maybe if he had to drive along Blackwood Clementon Road frequently he might end the red light program but from his point of view is doesn’t affect him since he no longer lives here.

Mr. Bianchini is an integral member of Team Mayer and the President of Council, setting the legislative agenda for everything from Outlets to Halloween to Red Light Cameras.  He might be a “nice guy” who has done a lot for the township.  All of his personal accomplishments are irrelevant.  He MUST be a resident that actively lives in the town, not claims he lives here in a vacant condo that is not big enough for his new family.  When he got married, he chose to take up permanent residence out of town.  For him to claim he still lives here at the same time he spends his overnights with his family is a fraud on the people of Gloucester Township.  Running for office in 2011 when he knew he would be living out of town was a fraud against the people of Gloucester Township.  Not having his car accurately registered and the occupancy of Bayhill Ct reported are quite possibly insurance fraud.  When Mr. Bianchini chose to move to Berlin, he made a deliberate choice to commit fraud to preserve his political power.  He could have easily chosen to move his new wife and step-children to Gloucester Township and avoid this growing scandal.  Had he done so I am certain the people of our fine town would have welcomed them with open arms.  He made his choice two years ago and has had more than enough time to find suitable housing here.

I call on everyone who reads this message to ask Team Mayer why their Council President has been committing fraud for two years and why they let it happen.  Mr Bianchini, if you want to remain involved in Gloucester Township politics them I call on you to move your family into Gloucester Township.  For everyone else, there is an election on November 5th where you can send a message to Mr. Bianchini and the rest of Team Mayer that you will no longer tolerate deception as a way of life.
