Blackwood Couple Charged in Credit Card Theft, Fraud Case

Police say an anonymous tip following the YouTube release of surveillance video led to the arrests.

Police have charged a Blackwood couple with fraudulently using a credit card taken from a wallet the man allegedly stole from Gloucester Township Blackwood Rotary Public Library in mid-October.

It was an anonymous tip that sent Gloucester Township Police Dets. Mike McElroy and Bernie Dougherty to Scenic Falls Apartments, in Blackwood, Friday afternoon to speak with a potential suspect, later identified as 30-year-old David Council.

The tip came after police last Wednesday posted on YouTube surveillance video footage from the Deptford Township Walmart that shows Council using the stolen credit card, according to Capt. Jeff Weiserth.

Council was charged in Gloucester Township with theft and in Deptford with fraud and unauthorized use of a credit card.

His wife, 29-year-old Amber Council, was charged in Deptford with fraud and unauthorized use of a credit card. She also was served an outstanding warrant.

Both David and Amber Council were released on their own recognizance pending court.

David Council allegedly stole a wallet from the township library on Oct. 17.

The couple then proceeded to Walmart and Dick's Sporting Goods, in Deptford, that evening, according to police, to make purchases with a credit card taken from the wallet.

The Walmart surveillance video shows the couple was accompanied by two young children.

Council allegedly used the credit card to purchase two boxes of diapers and other items, the video shows.

Gloucester Township detectives were assisted by Deptford detectives on the case.
