Charges Dismissed Against Former Councilwoman Crystal Evans

Evans, who served on Gloucester Township Council from 2008 to 2011, was charged with stalking and criminal mischief.

A judge on Wednesday dismissed stalking and criminal mischief charges against former Gloucester Township Councilwoman Crystal Evans, after the alleged victim failed to appear in court.  Evans' case was heard in Winslow Municipal Court, where it was moved to avoid a potential conflict of interest in Gloucester Township.  Municipal Court Judge Michael A. Diamond dismissed the charges against Evans without prejudice and said they could be reheard if the alleged victim comes forward within seven days with a legitimate explanation for not appearing during Wednesday's hearing.  The alleged victim was identified in court and in complaints filed against Evans as Angela DeLuca.  DeLuca reportedly lived with Evans' brother-in-law at the time of the …

Court Hearing for Former Gloucester Twp. Councilwoman Postponed

Crystal Evans was scheduled to appear in Municipal Court in Winslow on Wednesday after being charged late last year with stalking and criminal mischief.

Former township Councilwoman Crystal Evans didn't get her day in court Wednesday.  Her hearing in Winslow Municipal Court was postponed.  No new date has been set. Court Administrator Janice Fitting was unsure of the reason for the postponement.  Evans, a Democrat, was arrested in November 2012 on charges alleging she harassed and frightened a township woman throughout 2012. The case was reviewed at the Superior Court level, due to the initial indictable stalking charge police filed against Evans, but ultimately was remanded to the municipal court level without being presented to a grand jury.  Evans' case is being heard in Winslow due to the potential for a conflict of interest, given her past role as Gloucester Township councilwoman from…

Former Councilwoman Due in Court Next Month

Crystal Evans' case is scheduled to be heard in Winslow Township Municipal Court.

Crystal Evans will get her day in court next month. The former Gloucester Township councilwoman was arrested in early November on charges alleging she harassed and frightened a township woman throughout 2012. The case was reviewed at the Superior Court level, due to the initial indictable stalking charge police filed against Evans, but ultimately was bounced back to the municipal court level, Gloucester Township Municipal Court Administrator Patty Carroll said Wednesday. Evans was not indicted. Evans' case will be heard in Winslow Township due to the potential for a conflict of interest, given her past role as Gloucester Township councilwoman from 2008 through 2011. Evans turned herself in to police in connection with the Nov. 7 incident, which involved a female victim, Gloucester Township Police Deputy Chief David Harkins said Tuesday afternoon. Police had contacted Evans to inform her of the charges filed against her. The alleged incident was reported to Gloucester Township Police at 9:52 p.m. Wednesday, Nov. 7, according to Harkins. Evans, 48, was also charged with one count of disorderly persons criminal mischief. Gloucester Township Police Officer Benjamin Lewitt signed the complaints against the former township councilwoman. I have a bigger question Linda, Calvin C. Williams, Sr., supposedly Crystal Evans father, stated on here that DJ aka Don Juan, or Dan Evans, lives at Crystal Evans Home and only stayed at Delucas after dates a couple days a week. If that is true I would like to know why he is not registered as a sex offender at Crystal Evans home? I believe he committed his heinous crimes before Meghan’s Law went…   more ›

Evans Says Goodbye

The councilwoman spent much of her last two years in office at odds with her colleagues, but Wednesday's meeting was a time for both sides to accentuate the positives.

Councilwoman Crystal Evans said goodbye during Council's year-end meeting Wednesday night. While the meeting may have served as her swan song as a local elected official, the one-term councilwoman vowed to remain active in the community. "Oh, I'll be back. I'll be around. I'm not going anywhere," she said following the meeting. Evans indicated she is committed to pushing for a community center in the township's southern end, a traffic signal at Red Bud Drive and Cross Keys Road, and full-day kindergarten for the township's public schools. "Even though that's a school board thing, it's something we need to look into. It's time," she said. "Gloucester Township needs full-time kindergarten." Several residents praised Evans during the meeting …

Officials Call Emergency Repair at Park Right Move

Officials say the emergency repair of a pump at Gloucester Township Community Park in August saved roughly $16,500 to $26,500.

Township Council will vote Monday night to ratify a $13,453 emergency repair of a water pump at Gloucester Township Community Park last month. Public Works director Len Moffa reported to Council during its work session Wednesday night that the damaged pump moves water to the sprinkler system that covers roughly half of the grass at the park. "It was during that heat wave we had," Moffa said. Moffa told Council he was concerned the township would "lose the fields" if the emergency expenditure was not immediately authorized, and estimated it would have cost the township $30,000 to $40,000 to replace the park's grass had it died due to lack of watering. "I'd like to commend Lenny also," Councilman Frank Schmidt said. "We have lost the fields …

One Independent Joins Council Race at Deadline

Councilwoman Crystal Evans did not file to run as an independent, as some had speculated might be possible.

Valleybrook resident Darren Gladden was the lone township resident to file as an independent candidate in this November's Township Council race. The deadline for independent candidates to file was 4 p.m. Tuesday. Gladden will run under the name "Conservative Independent." His petition had 124 signatures when he dropped it off to the Camden County Clerk's Office, in Camden, Tuesday morning. With Gladden officially joining the field Tuesday, there are now nine total candidates seeking four Council seats. The Democratic slate includes two incumbents—Council President Glen Bianchini and Vice President Orlando Mercado—and Tracey Trotto and Samuel M. Siler, who previously served on Council. The Republican candidates for Council are Linda Musser…

Council to Hear Out Pay-to-Play Proponents in June

Also, the end-of-night fireworks witnessed May 9 continued at Monday's Council meeting.

A citizens group's proposal for a pay-to-play ban in the township turned into a rather lengthy question-and-answer session between a proponent and councilman during Monday's Council meeting. The end result: It appears South Jersey Citizens (SJC) will at least get an opportunity to pitch its proposal to Council in more detail, possibly as soon as Council's June 6 workshop meeting. "I think we're obligated to look at that to see if we can mesh it into what the state has set forth for us to follow, and if we can improve upon that ..." Councilman Dan Hutchison said. "I'm not saying we're going to, but I'm saying we should at least look at it." Beyond the obvious goal of potentially helping to reduce taxes, the underlying motive for the …
