Gloucester Twp. Planning Board Approves Pep Boys

Pep Boys is coming to Blackwood Clementon Road after the Township Planning Board unanimously approved the site plan Tuesday night.

The Township Planning Board on Tuesday unanimously approved a Pep Boys automotive service and tire center for Blackwood Clementon Road. The 4,988-square-foot facility will be built on the northwest corner of Blackwood-Clementon and Little Gloucester roads, next to McDonald's. It will feature six service bays—two of which will be dedicated to oil changes—but will not include retail space. Tuesday's session marked applicant Embree Asset Group Inc.'s second appearance before the planning board in three weeks. The developers, represented by attorney Aravind Aithal, of Piscataway-based Bob Smith and Associates, were joined by Pep Boys officials. Pep Boys to Blackwood Clementon Road?

The Planning Board is scheduled to hear testimony and review an application for a Pep Boys franchise Tuesday night.

Gloucester Township Planning Board is scheduled to hear an application for a nearly 5,000-square-foot Pep Boys store on Blackwood Clementon Road Tuesday, May 22. The automotive service and tire center would be built at 1501 Blackwood Clementon Road, on the northwest corner of the intersection of Blackwood Clementon Road and Little Gloucester Road, if the planning board approves the plan. The applicants, doing business as Texas-based Embree Asset Group Inc., are seeking preliminary and final major site plan approval. They will be seeking a variance to build the 4,988-square-foot facility on a 0.79-acre lot. Zoning requirements for the area call for a minimum of an acre for an automotive repair facility. More Businesses in Store for Shoppes

The Shoppes at Cross Keys recently won Planning Board approvals for new construction.

The Township Planning Board last week granted The Shoppes at Cross Keys' ownership group approval to build additional retail and restaurant space at the shopping center. The Shoppes are located at Cross Keys Road and the Atlantic City Expressway. Current businesses include restaurants Texas Roadhouse and Bertucci's and clothing stores Justice, Banana Republic, New York & Company, and Lane Bryant. The Planning Board actually granted the developer, Bala Cynwyd, PA-based C Keys LLC, preliminary and final site plan approval for two different proposals at its Jan. 24 meeting. The first plan would result in the construction of three new buildings totaling 34,040 square feet, while the alternate plan would bring two new buildings at a total of 55…

GEMS Area Landowner Wins Appeal

An appeals court gave a limited-liability corporation the green light to move forward with plans to build homes near the Superfund site.

A developer can proceed with a 5-year-old plan to build 18 homes in the shadow of the Gloucester Environmental Management Services (GEMS) landfill following an Appellate Court decision last month that labeled the township Planning Board's decision to shoot down a preliminary site plan "arbitrary, capricious and unreasonable." The homes would be built in the Briar Lake subdivision, which is located off Erial Road in the township's Blackwood section. It appears the township will not fight the New Jersey Appellate Court's decision, which was rendered July 11, by taking the case to the state Supreme Court level. Planning Board Reorganizes

Officials said the move to a calendar year schedule won't affect current members' terms, as some had feared.

The township Planning Board reorganized Tuesday night, ending nearly two months of uncertainty about whether it would actually achieve a desired calendar year schedule in 2011. Board chairman Andrew Kricun noted the amendment to switch the board's bylaws from an annual reorganization in July to one in January will not adversely impact current members' terms, as he and others had thought to be the case. Board member Dennis Palmer, who did not attend Tuesday's meeting due to illness, expressed his concern the decision was politically motivated when Kricun moved to change the board's calendar in December. The board votes to move to a calendar year schedule during its meeting Tuesday night, but opponents are crying 'pure politics.'

The planning board is headed toward a Jan. 11 reorganization following a controversial vote to shift the board to a calendar year schedule Tuesday night. The move from fiscal year to calendar year schedule could potentially result in three board members' terms abruptly ending next month, effectively reducing their appointments by about six months. The members whose terms are slated to expire June 30 are Len Moffa, who is the township's public works director, Dennis Palmer and Josie Washington. "It has the raw smell of pure politics," Palmer said.
